The company brings together tribal leadership, experienced engineering and construction firms, specialized subcontractors, and technology providers to execute complex microgrid, generation, renewable-energy, energy-storage, controls, and critical-infrastructure programs.
The Deputy Project Manager / Construction Manager will serve in a highly visible field-leadership role on a major U.S. Army energy-resilience project in Germany.
Project Overview
The project is a complex, two-site design-build energy-resilience program intended to improve mission continuity, electrical reliability, and installation energy security. The anticipated scope includes:
- Photovoltaic generation systems.
- Battery energy storage systems.
- Diesel generators.
- Fuel-storage and fuel-distribution infrastructure.
- Medium-voltage electrical distribution improvements.
- Underground electrical and communications interconnection.
- Microgrid controls, SCADA, communications, and protection systems.
- Testing, commissioning, operator training, and final turnover.
The work will be performed within an active U.S. military installation and will require close coordination among the U.S. Army Corps of Engineers, U.S. Army Garrison Ansbach, installation stakeholders, German subcontractors, European suppliers, U.S.-based partners, and original equipment manufacturers.
Position Summary
The Deputy Project Manager / Construction Manager is ERP’s senior day-to-day field-execution leader for the Storck Barracks Microgrid project.
Working under the direction of the Overall Project Manager, this individual will translate the approved project execution plan, design documents, procurement schedule, and integrated master schedule into coordinated field production across Site 1, Site 2, and the underground interconnection corridor.
The position is responsible for daily construction command, subcontractor coordination, work-package integration, site logistics, short-interval planning, productivity, sequencing, interface management, and field problem resolution.
The selected candidate must be capable of leading a multidisciplinary and multinational workforce in Germany while maintaining compliance with U.S. Government contract requirements, installation procedures, approved quality-control processes, safety requirements, and applicable German site conditions.
The Deputy Project Manager / Construction Manager will act for the Overall Project Manager when delegated and must be prepared to assume broader project leadership responsibilities when required.
Essential Responsibilities
Field Execution Leadership
- Direct daily construction operations across Site 1, Site 2, and the underground interconnection corridor.
- Convert the integrated project schedule into executable daily, weekly, and rolling three- to six-week field plans.
- Establish clear production priorities, work areas, crew assignments, access requirements, and completion targets.
- Maintain day-to-day control of field coordination, work sequencing, productivity, and subcontractor performance.
- Ensure that field activities remain aligned with contractual milestones, approved design, procurement status, safety requirements, and quality-control requirements.
- Serve as the principal field-management interface among ERP, subcontractors, OEM representatives, inspectors, and installation stakeholders.
Construction Team Management
- Direct and coordinate Site Superintendents, Underground Utilities Superintendent, Field Engineers, Office Engineers, General Foremen, and assigned work-package leads.
- Establish daily accountability for planned versus completed work.
- Confirm that each work package has adequate supervision, labor, equipment, materials, tools, access, and approved documentation.
- Evaluate field leadership performance and recommend staffing, reassignment, corrective action, or additional resources.
- Promote disciplined communication and cooperation across civil, electrical, mechanical, fuel-system, controls, communications, and commissioning teams.
- Support workforce mobilization, onboarding, site orientation, and demobilization.
Multidisciplinary Work Integration
- Integrate civil, structural, electrical, mechanical, fuel-system, communications, controls, SCADA, protection, and OEM activities.
- Coordinate interface points among PV systems, battery storage, diesel generation, fuel infrastructure, switchgear, transformers, underground utilities, communications, and microgrid controls.
- Prevent gaps, overlaps, and conflicting assumptions among subcontractors and suppliers.
- Coordinate embedded items, foundations, trenches, duct banks, grounding, conduit, cable installation, equipment setting, terminations, testing, and startup prerequisites.
- Ensure that upstream and downstream dependencies are understood before work begins.
- Lead resolution of field interferences, constructability issues, installation conflicts, and access constraints.
Site Logistics and Access
- Manage site logistics for both primary project areas and the interconnection corridor.
- Coordinate laydown areas, temporary facilities, storage, receiving, material staging, equipment movement, waste handling, traffic control, and site housekeeping.
- Coordinate military-installation access, badging, escorts, work-area restrictions, delivery windows, vehicle access, and security requirements.
- Maintain plans for cranes, heavy lifts, excavations, trenching, temporary roads, utility crossings, and material handling.
- Coordinate outage windows, energization restrictions, lockout/tagout requirements, and work around active installation operations.
- Ensure that logistics plans support production while minimizing disruption to the installation mission.
Short-Interval Planning and Production Control
- Conduct daily coordination meetings, superintendent meetings, and weekly production-planning sessions.
- Maintain detailed three-week and six-week look-ahead schedules.
- Identify and remove constraints involving design, submittals, materials, permits, inspections, access, labor, equipment, weather, and third-party support.
- Track planned quantities, installed quantities, crew productivity, and schedule performance.
- Require corrective action when production falls below plan.
- Develop and implement recovery plans for delays, missed milestones, manpower shortages, and subcontractor underperformance.
- Coordinate acceleration, resequencing, overtime, shift work, and resource reallocation when authorized.
Work Release and Readiness Verification
- Verify that no work package is released until applicable prerequisites are satisfied.
- Confirm availability of approved drawings, specifications, submittals, RFIs, method statements, Activity Hazard Analyses, inspection plans, materials, tools, equipment, and qualified personnel.
- Coordinate preparatory and initial phase meetings with the Quality Control Manager and responsible subcontractors.
- Confirm that work areas are safe, accessible, surveyed, and ready for installation.
- Prevent premature construction based on incomplete design, unapproved substitutions, or unavailable materials.
- Maintain readiness checklists for major construction, outage, energization, testing, and commissioning activities.
Quality Coordination
- Coordinate closely with the Quality Control Manager while preserving the QC Manager’s independent authority.
- Ensure that construction teams support preparatory, initial, and follow-up control phases.
- Require prompt correction of deficiencies, nonconforming work, failed tests, and incomplete documentation.
- Coordinate inspections, testing, hold points, witness points, and Government acceptance activities.
- Ensure that as-built information is captured during construction and not deferred until project closeout.
- Support development and closure of punch lists and turnover deficiencies.
- Reinforce the requirement that production does not take priority over contractual quality standards.
Safety Coordination
- Coordinate closely with the Site Safety and Health Officer while preserving the SSHO’s independent stop-work authority.
- Ensure that subcontractors provide required competent persons, qualified persons, training, permits, and safety documentation.
- Participate in safety planning for excavations, lifting, electrical work, energized systems, confined spaces, fuel systems, fall hazards, traffic control, and heavy-equipment operations.
- Confirm that Activity Hazard Analyses are accepted and communicated before work begins.
- Support incident investigations, corrective actions, safety stand-downs, and recurring-hazard elimination.
- Stop or suspend work when conditions create unacceptable risk to personnel, mission, property, or the environment.
Design and Field Engineering Coordination
- Coordinate field requirements with the Design / Engineering Manager and discipline leads.
- Identify constructability issues early and obtain timely technical resolution.
- Manage field RFIs, sketches, design clarifications, and redline documentation.
- Ensure that field teams use current approved drawings and specifications.
- Coordinate surveys, existing-condition verification, underground-utility identification, and dimensional control.
- Evaluate proposed field changes for cost, schedule, quality, safety, and commissioning impact.
- Prevent unauthorized design changes or deviations from approved requirements.
Procurement and Material Coordination
- Coordinate with the Procurement / Contracts Manager to align material delivery with field need dates.
- Maintain visibility into long-lead equipment, fabrication status, shipping, customs, receiving, inspection, and storage.
- Verify that delivered materials match approved submittals and purchase requirements.
- Coordinate preservation, protection, inventory control, and manufacturer storage requirements.
- Identify material shortages, delivery risks, damaged equipment, or vendor delays and initiate corrective action.
- Support expediting and alternate-source planning when procurement threatens the construction schedule.
Subcontractor Management
- Establish clear field expectations for each subcontractor, including manpower, supervision, equipment, productivity, safety, quality, schedule, and reporting.
- Conduct regular subcontractor performance reviews.
- Document missed commitments, inadequate staffing, defective work, or coordination failures.
- Recommend corrective notices, cure actions, supplemental resources, backcharges, or replacement strategies when appropriate.
- Coordinate subcontractor work areas to prevent congestion, interference, and unsafe overlap.
- Ensure subcontractors comply with contract flowdowns, installation requirements, approved plans, and ERP procedures.
Customer and Government Coordination
- Support the Overall Project Manager in interactions with the U.S. Army Corps of Engineers, U.S. Army Garrison Ansbach, installation personnel, and authorized Government representatives.
- Participate in progress meetings, site walks, quality meetings, safety meetings, and schedule reviews.
- Provide accurate field status, production information, and constraint reporting.
- Coordinate Government inspections, witness points, access requirements, and operational interfaces.
- Ensure that field personnel do not accept unauthorized direction or commit ERP to out-of-scope work.
- Escalate potential changes or Government direction through the established contractual process.
Commissioning and Turnover Support
- Coordinate construction completion with the Commissioning / Controls Manager.
- Ensure that equipment and systems are completed in a logical turnover sequence.
- Support systemization, mechanical completion, pre-functional checklists, startup readiness, and test preparation.
- Coordinate OEM representatives, testing teams, relay technicians, controls personnel, and commissioning specialists.
- Ensure that construction deficiencies are resolved before integrated testing.
- Support operator training, final walkthroughs, punch-list closure, spare-parts turnover, and final acceptance.
- Maintain field focus through final documentation, demobilization, and project closeout.
Acting Project Manager Responsibilities
- Act on behalf of the Overall Project Manager when formally delegated.
- Maintain continuity of project leadership during travel, absence, or simultaneous executive obligations.
- Make timely field decisions within delegated authority.
- Escalate matters involving material cost, schedule, contract, safety, quality, customer, or reputational impact.
- Support executive reporting, risk reviews, forecasting, and change-control decisions.
Tribal Enterprise Leadership
- Represent ERP and its tribal ownership with professionalism, integrity, and accountability.
- Support ERP’s mission to expand tribally led capability in federal energy and infrastructure delivery.
- Promote workforce development, mentoring, knowledge transfer, and advancement opportunities.
- Respect ERP and Chippewa Sustainable Solutions governance, ethics, and business-conduct requirements.
- Protect the reputation, contractual interests, and long-term institutional capability of the tribal enterprise.
Minimum Qualifications
- Bachelor’s degree in construction management, engineering, architecture, business, or a related discipline; substantial equivalent field experience may be considered.
- At least 12 years of progressively responsible construction experience.
- At least seven years in construction-management, site-management, superintendent, or senior field-leadership positions.
- Demonstrated experience managing complex, multidisciplinary construction projects.
- Experience coordinating civil, structural, electrical, mechanical, controls, utilities, and specialty subcontractors.
- Demonstrated ability to lead multiple field teams and work packages concurrently.
- Experience with project schedules, look-ahead planning, production tracking, constraint management, and recovery planning.
- Strong knowledge of construction means and methods, field logistics, subcontractor management, quality control, and safety.
- Ability to interpret construction drawings, specifications, schedules, submittals, RFIs, and technical documentation.
- Strong written, verbal, and field-leadership communication skills.
- Ability to work full-time in Germany for the duration of the assignment.
- Ability to obtain and maintain access to a U.S. military installation.
- Ability to satisfy applicable passport, background-screening, travel, immigration, tax, badging, and assignment requirements.
- Ability to travel within Germany, Europe, and the United States as required.
- Ability to work nights, weekends, outage periods, and extended hours when required by project conditions.
Preferred Qualifications
- Certified Construction Manager.
- Project Management Professional certification.
- Bachelor’s degree in construction management or engineering.
- Prior U.S. Army Corps of Engineers, Department of Defense, or federal design-build construction experience.
- Prior OCONUS or international project-delivery experience.
- Experience performing construction in Germany or elsewhere in Europe.
- Experience managing projects valued above $25 million.
- Experience with microgrids, substations, power generation, renewable energy, battery energy storage, medium-voltage distribution, utilities, controls, or commissioning.
- Familiarity with USACE three-phase quality-control processes and EM 385-1-1 safety requirements.
- Experience managing active-installation construction, planned outages, energization activities, and mission-sensitive work.
- Working knowledge of German or European subcontractor, logistics, permitting, and supplier environments.
- German-language capability is helpful but not required.

Work Environment and Assignment Conditions
This position is primarily assigned on site at Storck Barracks in Illesheim, Germany. Work will be performed within an active U.S. military installation and active construction environment.
The position may require:
- Extended residence and full-time on-site presence in Germany.
- Daily movement among multiple construction areas.
- Work in outdoor, industrial, electrical, excavation, and equipment-installation environments.
- Coordination across U.S. and European time zones.
- Night, weekend, outage, energization, and commissioning-window work.
- Use of personal protective equipment.
- Travel to supplier, fabrication, testing, and partner locations in Germany and elsewhere in Europe.
Specific housing, transportation, relocation, travel, tax, immigration, and overseas-assignment arrangements will be defined in the employment offer and assignment documentation.
Compensation
ERP anticipates a competitive base salary commensurate with experience, qualifications, certifications, federal construction history, overseas experience, and assignment conditions.
The final compensation package may include project-specific assignment benefits, subject to ERP policy and the final employment agreement. These may include housing support, mobilization or relocation assistance, local transportation, periodic travel benefits, completion incentives, or other overseas-assignment provisions.
