The Project Manager III – HR IT manages HR technology projects from planning through implementation and transition to support. The role works closely with HR, IT, business teams, and external partners, with a primary focus on Oracle Fusion HCM and related applications.

The Project Manager provides day-to-day direction to assigned project team members, coordinating their work and priorities directly rather than routing routine delivery decisions through the department head. Formal people-management responsibilities remain with each team member’s line manager.

Key Responsibilities

  • Manage HR technology projects throughout the project lifecycle.
  • Define project scope, deliverables, schedules, resources, and success measures.
  • Work directly with assigned team members to plan and implement solutions, assign and prioritize project activities, clarify expected outcomes, and follow up on delivery.
  • Provide day-to-day project direction while escalating resource constraints, performance concerns, and decisions outside the agreed project scope to the appropriate manager.
  • Develop and maintain project plans, status reports, risk logs, and decision records.
  • Coordinate activities across HR, IT, Payroll, Finance, Information Security, vendors, and other stakeholders.
  • Support Oracle Fusion HCM implementations, enhancements, integrations, upgrades, and process-improvement initiatives.
  • Facilitate project meetings and communicate progress, risks, issues, and decisions to stakeholders.
  • Monitor project dependencies and resolve or escalate issues as appropriate.
  • Coordinate requirements gathering, testing, implementation readiness, and post-launch support.
  • Partner with business teams on communications, training, and user adoption.
  • Help ensure projects follow applicable security, privacy, compliance, and project-governance requirements.
  • Manage vendor activities and project budgets where applicable.
  • Contribute to improvements in project-management tools, templates, and practices.

Required Qualifications

  • Bachelor’s degree in business, information technology, human resources, or a related field, or equivalent practical experience.
  • Approximately five years of project-management experience, preferably involving business or enterprise technology projects.
  • Experience coordinating cross-functional teams and providing day-to-day direction to project team members.
  • Experience managing project scope, schedules, risks, deliverables, and stakeholder expectations.
  • Strong organizational, communication, facilitation, and problem-solving skills.
  • Ability to manage multiple priorities and work effectively with both business and technical teams.
  • Working knowledge of standard project-management methods and tools.

Preferred Qualifications

  • Experience supporting Oracle Fusion HCM or another enterprise HR system.
  • Familiarity with HR processes such as core HR, recruiting, onboarding, payroll, benefits, compensation, performance, or learning.
  • Experience with system implementations, integrations, upgrades, data migration, or user-acceptance testing.
  • Experience working with external technology or implementation partners.
  • Knowledge of Jira for project planning, work tracking, reporting, and team collaboration.
  • Project-management certification, such as PMP, or Agile experience.

Core Competencies

  • Project planning and execution
  • Team coordination and task direction
  • Stakeholder management
  • Risk and issue management
  • Clear communication
  • Collaboration and influence
  • Organization and prioritization
  • Adaptability
  • Customer focus

Success Measures

  • Assigned team members have clear priorities, responsibilities, and expected outcomes.
  • Projects are delivered within agreed scope, schedule, budget, and quality expectations.
  • Routine project decisions and coordination are handled independently.
  • Risks, issues, and dependencies are identified and managed effectively.
  • Stakeholders receive clear, timely, and accurate communication.
  • Business teams are prepared for implementation and adoption.
  • Solutions transition successfully into ongoing support.

Working Relationships

This position works closely with HR, HR Operations, HRIS, Payroll, IT, Information Security, Finance, and external implementation partners.

The role provides day-to-day project direction to assigned team members but does not have formal line-management responsibility unless separately specified.
