About the job
Transformation Office is looking for a Senior Manager - Security to build and lead the security and workforce-control framework for the Luleå Mini Mill project.
How do you maintain control of a project workforce consisting of multiple international contractors, thousands of workers and a constantly evolving construction environment? This role offers the opportunity to design and lead the security and workforce compliance framework for one of Sweden's largest industrial transformation projects.
Beyond traditional security, you will help create the systems, controls and governance that ensure people, contractors and operations meet the highest standards of compliance, integrity and security throughout the project lifecycle.
Working across project leadership, procurement, HR, legal, HSE and contractors, you will shape how a large and changing workforce is mobilized, controlled and protected - making security an integral part of responsible project delivery.
This position is based in Luleå, Sweden.
Responsibilities and essential functions
- Lead the site security function, setting priorities, standards, and governance across the project.
- Ensure secure and compliant workforce mobilization, site access, identity verification, and contractor onboarding.
- Oversee physical security, guarding, access control, and protection of people, assets, and materials.
- Drive compliance with contractor standards, including workforce eligibility, ethical practices, and relevant requirements from SSAB's Supplier Code of Conduct.
- Identify and address fraud, labour exploitation, security breaches, and other compliance risks.
- Ensure effective information security and data protection related to workforce and site operations.
- Lead security incident response, investigations, and coordination with authorities and emergency services.
- Build strong relationships with contractors, project teams, and external stakeholders to support safe and secure project delivery.
Required qualifications
- Proven leadership experience in security, compliance, or risk management within complex project environments.
- Strong knowledge of access control, contractor compliance, physical security, and fraud prevention.
- Experience conducting investigations and managing security incidents.
- Sound understanding of data protection and information security principles.
- Excellent communication and stakeholder management skills in multicultural, multi-contractor environments.
- Fluent English required; Swedish is highly desirable.
Qualifications and Experience
- Degree or equivalent experience in Security, Risk Management, Compliance, Law, Project Management, or a related field.
- Relevant background on major industrial, infrastructure, energy, mining, or construction projects with large contractor populations.
- Experience implementing security systems and controls in complex project environments.
- Knowledge of Swedish labor, contractor compliance, and site access requirements is an advantage.
- Expertise with workplace investigations, security operations, and contractor workforce controls.
- Experience supporting international workforces, including accommodation or camp security, is beneficial.
