A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Organizational Context
The General Services Section (GSS) organisationally belongs to the Division of Management Services in the Registry. The GSS consists of three units: the Facilities Management Unit (FMU), which is responsible for running the owner occupied premises at The Hague, the assessment, maintenance and adaptation of rental premises at field locations; the Procurement Unit (PU), which provides value for money goods and services required by all Organs of the Court; and the Logistics, Travel and Transport Unit (LTTU), which provides distribution, supply chain services, fleet management, property control, inventory, Court commercial insurance contracts, logistics and shipping services, transportation services, as well as mail operations at HQ and country offices; the LTTU is also responsible for providing all official travel of the ICC, related visa services, residence permits at The Hague, administrative functions related to privileges and immunities and shipment of personal goods on appointment and separation.
Duties and Responsibilities
Under the direct supervision of the Associate Logistics Officer Travel and Transport and the overall management of the Head of the Logistics, Travel and Transport Unit, the incumbent will perform the following duties:
Travel:
- Review, prepare and process travel requests to ensure travel is properly authorized in accordance with the ICC rules, policies and procedures;
- Provide cost estimates and travel itineraries.
- Calculate and select the most direct, most economical fares/routes/modes of travel, recommend alternate itineraries to the traveller in order to ensure that travel costs are kept to a minimum;
- Book means of transportation, such as flights (directly in the GDS system), trains , car rentals, and ferry crossings and obligate funds accordingly;
- Make hotel reservations for staff traveling on appointment to HQ;
- Process invoices;
- On rotation perform the 24/7 duty phone service
Relocation:
- Arrange and organise the relocation as well the unaccompanied shipments for ICC Staff according to applicable entitlement
Visa and Privileges:
- Prepare all relevant documentation required for the issuance of visas for ICC staff for official travel;
- Liaise with the Dutch Ministry of Foreign Affairs (MFA) and the Dutch Embassies/Consulates abroad to obtain entry visas for the Netherlands;
- Process MFA ID card applications
- Check and process the application and request issuance of the United Nations Laissez-Passer (UNLP) with the UN Office in Geneva;
- Advise ICC staff on privileges and immunities and process applications in accordance with applicable guidelines and assist staff in this area;
- Process check outs of staff members, Visiting Professionals and Interns;
- Create miscellaneous Note Verbales;
- Perform other duties as required.
Essential Qualifications
Education:
Diploma of secondary school;
Experience:
- Minimum six (6) years of progressively responsible experience in Travel Administration of which two (2) years should be at a senior level. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility;
- Experience in dealing with travel-related matters (including visa and privileges) in an international organization would be an asset;
Knowledge, skills, and abilities:
- Demonstrable experience and advanced proficiency in using a GDS, such as Travelport (Galileo) or Amadeus is required; strong skills in fare construction, change management and ticketing;
- Fully proficient computer skills; use of relevant software (Excel, Word) and SAP;
- Excellent communication skills and client orientation;
- Ability to work effectively and constructively in teams;
- Ability to work in a non-discriminatory manner, with respect for diversity;
- Ability to keep strict standards of confidentiality and security;
- Professional integrity.
Knowledge of languages:
Proficiency in English, one of the Court’s working languages, is required. Working knowledge of French is desirable, while proficiency in Dutch is considered and advantage. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

General Information
Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 ICC-ASP-23-Res.2-ENG). to implement a tenure policy at the Court as of 1 January 2025.

The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3 ICC-ASP-23-Res.3-ENG to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
