Service Owner for Software Development License Service

To support the rapid enterprise adoption of AI-enabled and developer productivity platforms, Siemens Energy is establishing a new, centralized Software Development License Service. This Service Owner role is being created to provide dedicated ownership and formalize the management of GitHub Copilot, Docker, and Figma, transitioning it from an ad-hoc responsibility to a structured, accountable function within the Service and Project Ownership team. To address this, the role is structured around three core areas: Service Strategy & Governance, Financial & Vendor Management, and Operations & User Enablement.

How You’ll Make an Impact

* Own the end-to-end service lifecycle for GitHub Copilot, Docker, and Figma, defining the product vision, strategy, and roadmap aligned with organizational goals.

• Establish and manage the governance framework for AI tool usage, including token consumption policies, compliance controls, and data protection assessments.
• Collaborate with Cyber Security, AI Governance, Legal, and Procurement to lead security reviews (RTP, ACP, DR, BIA) and ensure regulatory alignment.
• Coordinate with German-based governance bodies and employee representation on responsible AI adoption and workplace technology changes.
• Continuously evaluate emerging technologies, alternative tools, and licensing models to inform service strategy and recommend cost-effective solutions.
• Manage the overall service budget, including planning, forecasting, and cost control for a portfolio exceeding €670,000 annually.
• Develop, implement, and refine a chargeback and cost allocation model to provide financial transparency to business units.
• Lead all vendor management activities, including commercial negotiations, contract renewals, performance management, and relationship oversight for key suppliers.
• Prepare and present monthly financial reports, executive dashboards, and value realization summaries to senior stakeholders.
• Oversee the enterprise license lifecycle, including automated provisioning/de-provisioning, renewals, and utilization optimization.
• Act as the primary escalation point for complex user support issues, including login/authentication problems and installation queries.
• Develop and execute a user engagement and adoption strategy, including creating knowledge articles, facilitating training sessions, and managing feedback channels.
• Drive continuous service improvement by analyzing user feedback, monitoring service performance metrics, and automating operational workflows.

What You Bring

• Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field.
• Extensive experience in IT service ownership, product management, or technical project management within a large, enterprise environment.
• Demonstrable experience managing service budgets, leading vendor relationships, and handling contract negotiations.
• Solid understanding of the Software Development Life Cycle (SDLC) and associated tooling (e.g., CI/CD, repositories, IDEs).
• Experience in service and product management, including service management, product management, IT infrastructure, Agile methodologies, stakeholder management, and change management to support effective service delivery, product lifecycle management, and continuous business improvement.
• Commercial and financial acumen, including budgeting, vendor management, negotiation, and cost optimization to support effective financial planning, maximize value, and drive sustainable business performance.
• Knowledge of technical and compliance governance, including governance frameworks, software licensing, identity and access management (IAM), and IT security principles to ensure secure, compliant, and well‑controlled technology environments while supporting effective risk management and operational excellence.
