Program Manager – Global Recruitment MSP

Lead global recruitment MSP programs, optimise contingent workforce solutions and drive scalable operating models across our international organisation.
Are you an experienced Program Manager with a strong understanding of Recruitment Managed Service Provider (MSP) programs and contingent workforce solutions? Do you understand how MSP models operate across clients, hiring managers, suppliers and service providers? And can you translate that expertise into scalable programs, operational improvements and measurable business outcomes?
We are looking for a Program Manager – Global Workforce Solutions to lead the implementation, optimisation and further development of our global workforce solutions. You will work across regions to improve recruitment MSP programs, operating models, processes and supplier ecosystems, while driving standardisation, performance and scalability.
Your impact
In this role, you will lead complex, cross-regional programs within the recruitment MSP and contingent workforce environment. You will combine strong program management skills with a solid understanding of how MSP programs are designed, implemented and operated.
You will translate strategic objectives into practical implementation plans and work closely with clients, hiring managers, regional teams, suppliers and internal stakeholders. You will ensure that MSP processes and workforce solutions are not only designed effectively, but also implemented, adopted and continuously improved.
A key part of your role will be understanding and improving the end-to-end MSP operating model: from demand management and requisition processes through supplier engagement, candidate delivery, VMS processes, performance management, compliance and reporting.
You will provide structure, governance and visibility across multiple initiatives. You will identify risks and dependencies, manage escalations and monitor program performance against agreed KPIs, SLAs and commercial objectives.
You will also contribute to the further professionalisation and scalability of our global workforce solutions by identifying best practices, standardising ways of working and improving collaboration between regions, clients, suppliers and service partners.
Within the first 12–18 months, you will have:
- Successfully delivered multiple cross-regional recruitment MSP and workforce solution initiatives
- Improved the performance, governance or scalability of one or more MSP programs
- Increased adoption of standardised MSP processes and best practices across regions
- Improved collaboration and performance across hiring managers, MSP teams and staffing suppliers
- Established or improved KPI, SLA, governance and reporting frameworks for key programs
- Identified and implemented opportunities to improve supplier performance, service quality and commercial value
- Successfully implemented strategic workforce transformation initiatives across multiple regions or business units
What you will do
- Lead end-to-end program management of global recruitment MSP and contingent workforce initiatives, from strategy and design through implementation and adoption
- Translate workforce and MSP strategy into structured implementation programs
- Develop and improve MSP operating models, processes and governance structures
- Drive alignment between hiring managers, clients, MSP teams, staffing suppliers and internal stakeholders
- Establish and manage KPIs, SLAs, governance, reporting and performance management frameworks
- Analyse MSP and workforce performance data to identify improvement opportunities
- Drive supplier performance management and continuous improvement across the supplier ecosystem
- Manage risks, dependencies, resistance and escalations across international programs
- Partner with regional teams to implement and embed new MSP processes, workforce solutions and operating models
- Support the implementation and optimisation of VMS and related workforce technology
- Drive standardisation while ensuring that global solutions can be effectively adopted within local markets
- Build strong relationships with senior stakeholders across multiple countries
- Manage and optimise relationships with MSP providers, staffing suppliers and other workforce solution partners
- Identify opportunities to improve service delivery, candidate supply, compliance, efficiency and commercial value
- Ensure new processes and solutions are effectively adopted and embedded within the organisation
About the role
You will operate in an international organisation undergoing significant transformation and growth. This role sits at the intersection of Recruitment MSP, contingent workforce, strategy, operations, technology and change.
Your role is to ensure that our global workforce solutions are designed around the needs of the business, implemented effectively and continuously improved.
We are therefore not simply looking for a generic Program Manager. Understanding how recruitment MSP programs work is fundamental to success in this role. You should be able to engage credibly with MSP providers, staffing suppliers, hiring managers and senior leadership, understand the operational and commercial dynamics of the model, and translate this knowledge into scalable and effective workforce solutions.
What you bring
You are an experienced program leader with strong workforce solutions expertise and a track record of delivering complex international programs, operational improvements and change initiatives.
- 8+ years of experience in program, project or workforce solutions management, with significant experience in MSP, contingent workforce or related environments
- Proven experience driving operational change, transformation and implementation initiatives within complex organisations
- Significant experience working within MSP, contingent workforce, workforce solutions or closely related environments
- Strong understanding of workforce technology and service delivery models, ideally including VMS, ATS or related workforce platforms
- Experience implementing or transforming workforce technology or operational processes is highly relevant
- Excellent stakeholder management skills, including the ability to influence senior stakeholders and navigate complex or competing interests
- Ability to navigate organisational complexity and drive alignment across countries, functions and business units
- Experience with program governance, KPI management, risk management, reporting and performance monitoring
- Strong organisational and problem-solving capabilities
- Strong operational and commercial awareness, including performance management, supplier management, cost optimisation and contractual considerations
- Experience managing suppliers, service providers or workforce partners, including performance management, optimisation and commercial relationships
- Experience operating across multiple countries, with an understanding of the operational, contractual and compliance considerations involved in international workforce programs
- Agile or SAFe certification is a plus, but not required
- Excellent command of English
