Senior Authorised Person (SAP) — Data Centre, Netherlands

ROSS Cx is looking for an experienced Senior Authorised Person to lead electrical safety and switching operations on our European Data Centre projects in the Netherlands.

This is the senior electrical safety appointment on site.

You'll own the switching programme, appoint and control the Authorised Persons working under you, and hold the permit system for HV and LV operations through construction, energisation, and commissioning. You'll work directly with the client's SAP, Commissioning Leads, Energy Marshals, and Construction Managers.

Key Responsibilities

• Act as appointed SAP for the project, holding overall responsibility for electrical safety through construction, energisation, and commissioning.
• Prepare, review, and approve switching programmes and schedules up to 33kV.
• Appoint, assess, and control Authorised Persons and Competent Persons, issuing appointment letters against demonstrated competency.
• Own the project electrical safety rules and permit register, issuing Permits to Work, Sanctions for Test, and Limitations of Access.
• Control points of isolation, earthing, and LOTO across HV and LV systems.
• Chair energisation readiness reviews and coordinate with commissioning, construction, and client teams.
• Interface with the client's SAP or duty holder and, where required, the grid operator on connection and energisation activities.
• Ensure compliance with NEN 3140, NEN 3840, EN 50110-1, and client-specific safety rules.
• Audit switching operations and permit documentation, and act on non-compliance.
• Support integrated systems testing through to handover.

Ideal Experience

• NEN 3840 trained and appointed for HV switching in line with EN 50110-1, at Installatieverantwoordelijke or Werkverantwoordelijke level.
• NEN 3140 trained and appointed for LV systems.
• Recognised NVQ Level 3 electrical qualification or equivalent.
• Appointed Person training to 33kV as a minimum.
• Previous SAP appointment letters, ideally across more than one client or project.
• Track record writing and approving switching programmes, not only executing them.
• Experience appointing and assessing APs and running a permit system on a live site.
• Several years operating at SAP level on complex electrical projects.
• Clear communicator who can hold the line on safety with contractors and client teams.

Desirable

• Data Centre, mission-critical, pharmaceutical, semiconductor, or heavy industrial background.
• Experience supporting commissioning and integrated systems testing.
• Familiarity with Energy Marshal procedures and energisation management.
• Multinational project teams, and familiarity with A1 certificates and Dutch posting notification requirements.
