As a Permits Manager at TMC, you work on complex civil and spatial projects within the spatial domain, such as infrastructure, energy transition, mobility, water safety, and area development. These are projects where permits, procedures, and decision-making are crucial for progress and realization. You are responsible for organizing, coordinating, and guiding permit and consent processes throughout one or more project phases: from planning and exploration to implementation and delivery. You advise clients and project teams on permit strategies, procedures, and laws and regulations (such as the Environmental Act, Wabo, Water Act, and Natura 2000) and ensure they are practically applicable within the project. Within projects, you act as a connecting link between project management, environmental management, competent authorities, consultants, and other stakeholders. You monitor the progress of permit processes, identify risks and bottlenecks, and ensure that decision-making occurs timely and carefully. In doing so, you pay attention to both legal sustainability as well as administrative and societal sensitivity. The assignments vary in scale and complexity and take place at, among others, (local) governments, water boards, grid operators, contractors, and engineering and consultancy firms. Regardless of the assignment, your role remains the same: ensuring that permits do not become a blockade but instead are a manageable and integral part of the project process.
What we expect from you
We are looking for a Permits Manager who feels comfortable in a regulatory-legal context and is able to translate permit processes into clear, executable procedures within projects.
You recognize yourself in the following:
- Affinity with civil engineering and complex spatial projects.
- Experience in permits management within projects or programs.
- Knowledge of relevant laws and regulations (such as the Environmental Law, Wabo, Water Act, Natura 2000, or similar).
- Ability to develop permit strategies and coordinate them with project teams and competent authorities.
- Skill in identifying and addressing legal and procedural risks in a timely manner.
- Structured working style, maintaining oversight of parallel procedures and interests.
- Strong communication skills and the ability to easily interact with various stakeholders.
Deep legal specialization is not a strict requirement. Insight into permit processes, a sense of administrative sensitivity, and the ability to use permits management in a practical, predictable, and connecting way are decisive in this role.
