The Camp Manager is responsible for the effective day-to-day management of C4 's staff accommodation facilities, office administration and supporting operational systems in Luena, Moxico Province, Angola.
The role combines two important functions: ensuring that the staff compound operates as a clean, safe, organised and professionally managed living environment, while also providing strong administrative coordination to support the wider project team.
The Camp Manager will oversee accommodation, housekeeping, catering, facilities, procurement, stock control, local suppliers, staff logistics and general office administration. The role will establish and maintain practical systems that ensure routine operational requirements are anticipated and managed efficiently, reducing the need for senior management to intervene in day-to-day administrative and camp matters.
The successful candidate will ideally have experience in hospitality, lodge, camp or remote-site management combined with strong administrative and organisational capability. They should be comfortable managing support staff, coordinating multiple operational functions, maintaining records and controls, working with suppliers and ensuring that agreed standards are consistently maintained.
This is a hands-on management role requiring initiative, attention to detail, strong interpersonal skills and the ability to identify and resolve operational issues before they disrupt the project team.
KEY RESPONSIBILITIES
1. Camp, Accommodation and Facilities Management
- Manage the day-to-day operation of the Luena staff accommodation facilities and associated communal areas.
- Ensure accommodation facilities are consistently maintained to a high standard of cleanliness, comfort, safety and functionality.
- Manage room allocations for incoming and departing personnel in coordination with People & Culture and project management.
- Ensure rooms are prepared ahead of staff and visitor arrivals.
- Coordinate staff accommodation requirements, including bedding, laundry, toiletries and other essential supplies.
- Act as the primary point of contact for routine accommodation and facilities-related issues.
- Establish and maintain clear standards for communal living areas and staff accommodation.
- Coordinate maintenance of buildings, plumbing, electrical systems, appliances, furniture and other facilities.
- Maintain a register of maintenance requirements and ensure identified issues are followed through to completion.
- Coordinate contractors and service providers involved in maintenance, repairs and facility support.
- Ensure fire safety equipment, first-aid supplies and other basic safety provisions are available and regularly checked.
- Coordinate waste management, water supply, electricity, internet and other essential facility services.
- Maintain oversight of office and accommodation assets, equipment and furniture.
2. Housekeeping, Hygiene and Cleaning Standards
- Manage and supervise housekeeping and cleaning personnel.
- Establish cleaning schedules for bedrooms, bathrooms, kitchens, offices and communal spaces.
- Conduct regular inspections of accommodation, kitchen and communal areas to ensure agreed hygiene and cleanliness standards are maintained.
- Establish and maintain a documented hygiene inspection checklist and corrective-action register.
- Ensure cleaning materials, toiletries and hygiene supplies are adequately stocked.
- Monitor appropriate use and replacement of cleaning materials, including dishcloths, sponges, cleaning equipment and related consumables.
- Ensure food, kitchen equipment and household materials are stored safely and hygienically.
- Ensure laundry services are coordinated efficiently for staff accommodation requirements.
- Identify hygiene or housekeeping shortcomings and ensure corrective measures are implemented promptly.
- Promote consistent standards among cooks, cleaners, contractors and residents.
3. Kitchen, Catering and Meal Management
- Oversee daily catering and meal preparation for resident staff and approved visitors.
- Manage and supervise cooks and kitchen personnel.
- Establish weekly meal plans based on expected staff numbers, available supplies, dietary requirements and budget.
- Ensure meals are prepared and served consistently and at agreed times.
- Monitor food quality, quantity, variety and presentation.
- Ensure the kitchen operates in accordance with appropriate food hygiene and food safety practices.
- Maintain appropriate systems for food storage, refrigeration, expiry-date monitoring and waste reduction.
- Coordinate dietary preferences, allergies and reasonable dietary requirements.
- Maintain a structured pantry and kitchen stock management system.
- Coordinate purchasing of food, beverages and kitchen supplies.
- Monitor food consumption and purchasing patterns to reduce unnecessary expenditure and wastage.
- Ensure kitchen equipment, cooking utensils and appliances are maintained in good working condition.
4. Office Administration and General Coordination
- Oversee routine administrative systems and daily office support requirements in Luena.
- Maintain an organised and functional office environment.
- Coordinate office supplies, stationery, printing requirements and general consumables.
- Maintain administrative registers, filing systems and document-management processes.
- Ensure key contracts, supplier records, operational documents and administrative records are appropriately filed and easily retrievable.
- Assist management with general administrative coordination, document preparation and record keeping.
- Coordinate meeting rooms, internal meetings, refreshments and other logistical requirements.
- Assist with preparation and circulation of administrative notices, schedules and internal communications.
- Maintain appropriate visitor management and access procedures for the office and accommodation facilities.
- Support administrative onboarding of new personnel, including workspace preparation, equipment allocation and facility orientation.
- Coordinate with People & Culture, Finance, Operations and other departments to ensure administrative requirements are addressed efficiently.
- Provide administrative support to the Deputy Programme Director and senior project staff where reasonably required.
5. Staff Logistics and Travel Coordination
- Maintain visibility of staff rotations, arrivals and departures to support accommodation and logistical planning.
- Coordinate airport transfers and local transport requirements for staff, consultants and approved visitors.
- Coordinate with the Fleet Manager or Operations team regarding vehicle availability for transfers, shopping and administrative requirements.
- Maintain a transport schedule for planned arrivals, departures and routine requirements.
- Assist with travel bookings, accommodation bookings and preparation of staff travel itineraries where required.
- Provide administrative support to People & Culture and other responsible departments in collecting and coordinating travel-related documentation.
- Maintain records of travel arrangements and relevant supporting documentation.
- Coordinate company SIM cards, telephones and other basic communication equipment used by the Luena team.
- Assist with immigration, visa or work-permit administration where required but will not be accountable for statutory immigration compliance or ownership of these processes.
6. Procurement, Stock Control and Vendor Coordination
- Coordinate routine purchasing requirements for the camp and office, including food, cleaning supplies, toiletries, kitchen materials, stationery and general consumables.
- Maintain appropriate stock and inventory control systems.
- Regularly monitor stock levels and anticipate requirements before shortages arise.
- Prepare purchase requests and obtain quotations in accordance with company procurement procedures.
- Support competitive sourcing of suppliers and service providers.
- Identify and maintain relationships with reliable local suppliers.
- Maintain an up-to-date supplier and vendor database.
- Coordinate vendor documentation and support supplier onboarding processes.
- Track purchase requests, purchase orders and deliveries.
- Verify that goods and services received correspond with approved orders.
- Maintain supporting documentation to ensure procurement activities are transparent and traceable.
- Monitor supplier performance and escalate recurring quality, pricing or delivery concerns.
- Support contract administration by maintaining supplier agreements, service contracts and renewal records.
- All procurement activities must be undertaken in accordance with applicable C4 and Project procurement requirements, including appropriate competition, segregation of duties, transparency, traceability and conflict-of-interest controls.
7. Budget and Finance Administration Support
- Manage and monitor agreed camp and office operating budgets.
- Maintain accurate records of routine operating expenditure.
- Track spending against approved budgets and report material variances.
- Maintain supporting documentation for purchases and expenditure.
- Ensure invoices, receipts, delivery notes and other supporting documents are collected and submitted to Finance.
- Assist with verification of supplier invoices and supporting documentation.
- Manage approved petty cash or operational advances in accordance with company procedures.
- Maintain accurate petty cash records and submit reconciliations to Finance.
- Assist Finance with collection of vendor information and statutory documentation where required.
- Maintain organised finance documentation packs for submission to the Financial Controller.
- Support Finance with administrative follow-up on outstanding supplier documentation or queries.
- Provide administrative support to Finance but is not accountable for bank reconciliations, payroll processing, statutory tax filings, debtor or creditor management or approval of payments.
8. Staff Supervision and Performance Management
- Directly supervise designated camp and administrative support personnel, which may include cooks, cleaners, housekeeping staff and other support personnel.
- Prepare and manage staff rosters and duty schedules.
- Clearly communicate performance expectations and operating standards.
- Conduct routine supervision and provide practical coaching to staff.
- Monitor attendance, punctuality and completion of assigned duties.
- Identify performance concerns and escalate formal HR matters to People & Culture where required.
- Facilitate appropriate training for staff on hygiene, food safety, housekeeping, customer service, workplace conduct and operational procedures.
- Build a culture of accountability, professionalism and service among the support team.
9. Staff Welfare and Internal Support
- Support the creation of a comfortable, organised and professional living environment for personnel deployed to Luena.
- Act as the first point of contact for routine camp and administrative concerns.
- Monitor recurring welfare or accommodation issues and raise material concerns with management or People & Culture.
- Support orientation of newly arrived staff to camp facilities, local arrangements and operational procedures.
- Assist with practical coordination for staff functions, meetings and team activities.
- Encourage respectful use of shared facilities and communal spaces.
- Support senior management in identifying practical improvements to the working and living environment.
10. Operational Planning, Reporting and Continuous Improvement
- Maintain weekly visibility of expected accommodation occupancy, staff movements, meal requirements, procurement requirements and maintenance activities.
- Provide regular updates to the Deputy Programme Director on camp operations, expenditure, maintenance issues and administrative priorities.
- Maintain simple operational dashboards, registers or trackers for key camp and administrative functions.
- Identify recurring operational problems and implement practical solutions.
- Develop and maintain standard operating procedures and checklists for core functions including:
- housekeeping;
- hygiene inspections;
- kitchen operations;
- stock control;
- room preparation;
- staff arrivals and departures;
- maintenance reporting;
- procurement; and
- administrative filing.
- Continuously improve camp and administrative systems to improve efficiency, accountability and staff experience.
- Ensure routine operational matters are proactively identified and resolved without unnecessary escalation to senior management.
KEY SKILLS AND EXPERIENCE
ESSENTIAL
- Diploma or degree in Hospitality Management or related field.
- Minimum 5 years of experience in lodge, camp, hospitality or accommodation management — ideally in a remote, field-based or expatriate accommodation environment.
- Demonstrated experience establishing administrative systems, office setup and operational infrastructure in a new or expanding operation Experience coordinating travel bookings, visa documentation and logistics administration
- Familiarity with basic finance processes — invoicing, petty cash, expense reconciliation and vendor management Excellent interpersonal and communication skills — able to work with a diverse, multinational resident and office population
- Proven experience managing housekeeping, catering and kitchen operations simultaneously
- Strong procurement, stock management and budget tracking skills
- Experience managing a small team across multiple operational functions
- Highly organised, proactive and able to manage multiple priorities independently without close supervision
- Fluent Portuguese and English required, as the working environment is multilingual — Portuguese is essential for engaging with local staff, suppliers and authorities, and English is required for reporting to and communicating with the expatriate and international management team.
- Additional local Angolan languages spoken in Moxico Province is an advantage.
- A valid driver's licence is required.
DESIRABLE
- Experience managing in remote environments and field camp operations.
- Knowledge of the Luena or Moxico Province area.
- Experience supporting expatriate accommodation and rotation logistics.
- Experience working in an NGO, development or field programme environment.
- Basic facilities maintenance knowledge.
